Paper mill investing in future

BELLEVUE, Wash.----The high cost of oil is causing many people to panic about winter heating bills as homeowners brace for higher prices than last year. According to estimates by the Department of Energy, households using heating oil will pay an average $4.34 a gallon, or $2,644 for the heating season, up more than 30 percent from last winter and up 150 percent since 2003.
