The GEIS was prepared according to the State's Environmental Quality Review Act (SEQRA), Article 8 of the Environmental Conservation Law, requiring government agencies to analyze the environmental, social and economic impacts of their actions.

• Audubon Society Seeks Gas-Drilling Moratorium: he Delaware-Otseg o Audubon Society today announced it has urged Governor Paterson to enact a moratorium on natural-gas drilling until environmental and health concerns are met in a Supplemental Generic Environmental Impact Statement. In an Aug. 25 letter, local Audubon President Tom Salo, Town of Burlington, wrote that ?with the rapid pace of gas exploration ... major damage could be done to New York?s ground and surface waters, and other natural resources.? The letter said, ?without rigorous oversight and strictly enforced regulations, localities may be left with untreated waste lagoons, contaminated groundwater, and polluted streams and other waterways. • State Assembly to host hearing on gas drilling - RecordOnline.c om - The ...: State Assembly?s Committee on Environmental Conservation will host a public hearing Oct. 15 on the environmental impacts of natural gas and oil drilling. The hearing will take place at 10:30 a.m. in the Roosevelt Hearing Room C of the legislative office building in Albany. Verbal testimony will be accepted by invitation only. Those wishing to speak should register by calling Assemblywoman Aileen Gunther?s office at (845) 794-5807. All written testimony will also be accepted.

Town supervisors in Sullivan County want the state to allow more local control over truck traffic and wastewater storage associated with natural-gas drilling. Each of the county's 15 towns will pass a resolution in coming weeks, asking state lawmakers to allow impact fees for road damage and to force gas-drilling companies to store wastewater in closed containers.
• Town of Highland forms gas drilling task force July 2008: Palecek also announced the formation of a task force to evaluate issues related to natural gas exploration within the town. In June, the board approved a six-month moratorium on new oil and natural gas extraction activities. ?The committee will be very flexible in what we focus on outside of the big issues of roads, leases, school bus hazards, emergency services (fire, ambulance), emergency evacuation planning, budgetary and tax base impacts,? explained Palecek. ?It is a nonpartisan group focusing on potential impacts to the town and how we can ensure the success of everyone.?
